Chelsea Confirm Transfer as New Rules Set to Restrict Final Summer Deals

Chelsea have officially confirmed that Kendry Páez has joined RC Strasbourg on a season-long loan, marking the Ecuadorian wonderkid’s first taste of European football. Páez joins fellow Chelsea prospect Mike Penders at the Ligue 1 outfit, and is expected to be joined shortly by Mamadou Sarr, with the trio forming the maximum quota Chelsea can send to a single foreign club under current loan regulations.

This move is part of a carefully laid plan by Chelsea, who identified Strasbourg—under the stewardship of new manager Liam Rosenior—as an ideal environment for their most promising young talents to develop in senior football.

Loan Strategy Explained

Due to FIFA’s loan restrictions, Chelsea are limited to six international outgoing loans and only three players can be loaned to one club at a time. The decision to send Páez, Penders, and Sarr to Strasbourg means that others, such as Mathis Amougou, had to be sold permanently rather than loaned, despite having only joined Chelsea in January.

A further player, Ishe Samuels-Smith, has also joined Strasbourg—permanently—earlier this week, adding to the Chelsea-heavy flavour of the French side’s squad. Chelsea’s outgoing development coach Filipe Coelho has also made the switch to France, where he will now work as Rosenior’s assistant manager, strengthening the link between the two clubs even further.


Kendry Páez: Europe Awaits

Páez, still just 17, officially became eligible to represent Chelsea in competitive matches following his 18th birthday in May 2025. However, the club had already planned for his transition to Europe by sending him to Strasbourg for acclimatisation and training earlier this year.

Signed in January 2023 from Independiente del Valle, Páez has been widely hailed as one of South America’s brightest young stars. Despite his youth, he made 70 senior appearances, scoring 13 goals and breaking into the Ecuadorian national team, where he lines up alongside Chelsea’s Moises Caicedo.

Páez is under a long-term contract at Chelsea until 2033, a signal of the club’s belief in his potential to eventually become a first-team regular at Stamford Bridge.


A Wider Vision for Youth Development

The Páez loan is part of a much broader and deliberate youth recruitment policy that Chelsea have aggressively pursued under their current ownership. Alongside Páez, the Blues have also secured deals for Estevao Willian (Palmeiras), Aaron Anselmino (Boca Juniors), and others—investing heavily in high-potential talent from South America.

While players like Páez, Sarr, and Penders go out on loan, others such as Omari Kellyman, Caleb Wiley, and Anselmino are being closely monitored for their development trajectory. Chelsea appear committed not only to signing talent early but to building a pipeline of development through both loan partnerships and club infrastruce
